Wokefield Parish Council objections to 24/02051/FUL,
There seems to be a history of disregard for planning process in this complex. Our Objections
should be considered in conjunction with two previous related applications 14/03072/FUL and
24/01557/FUL and also 17/03055/FUL.
14/03072/FUL
Wokefield PC gave qualified support to installation of 20 containers granted by 14/03072/FUL
though concerns about access on Sundays, via a security gate, to areas occupied by businesses
not active on a Sunday were ignored. The decision notice for this application stated: The
maximum number of containers is stipulated to prevent an unsustainable scale of development in
this relatively remote rural location.
24/01557/FUL
Wokefield Parish Council submitted the following objections to application 24/01557/FUL which
sought to increase the number of 20 containers authorised by earlier application 14/03072/FUL to
83
It represents significant over-development & exceeds the existing planning application
[14/03072/FUL]
in that:
o The application states there were 83 containers on site in June 2024.This is considerably more
than the 20 units originally approved even if you include the 26 caravans.
o An aerial view on Google earth suggests there are nearer 150 compared to 20 originally
approved.
o The site exceeds the curtilage of that originally approved
o It is already advertising 24/7 operation on a roadside sign on James Lane in contravention of the
original application. Furthermore, WPC is unable to find any planning application for the signage.
The application appears contradictory regarding opening hours. It suggests that traffic movements
are extremely low. Yet it requires unlimited trading access 24/7 as may be found on industrial or
retail developments.
In seeking to move to 24/7 operation, the application says: In reality, there has been some limited
use outside those hours, including use on Sundays. The reason for the imposition of the time limits
was To safeguard the amenities of surrounding occupiers, but we consider the reasoning is not
justifiable, because there no sensitive receptors nearby..,. This ignores the residents in James
farm who share the access road. The original approval of 14/03072/FUL specified time restrictions

We suspect that some of these containers are being used to run businesses which would
otherwise be run from premises subject to business rates.
The application claims there are benefits to the local economy but doesnt quantify them.
Wokefield Parish Council discerns none.
WPC are concerned that, considering the size of the development there does not appear to be
any reference to welfare facilities or car parking for either staff or customers included in the
application.
There appear to be no safeguards to its further expansion and indeed evidence suggests it has
already expanded. Wokefield Parish has not been identified as a site for industrial development.
This does appear to be considerably more than a simple farming diversification project.
WPC does not accept that points 6 and 7 from the existing granted permission (requiring prior
planning approval before fencing & lighting are erected) should be removed.
24/02051/FUL
In addition to the above, Wokefields further objections to the new proposal 24/02051/FUL are:
Like its predecessor this once again ignores the residents in James farm who share the access

Page 8 of the application states Despite the use for open storage of the site since 2016, there
have been no complaints about the use. This is plainly untrue. Complaints from a resident of a
house on James farm is what initiated the enforcement actions which spawned the current round
of applications.
Most importantly, it contravenes conditions set on application 24/01557/FUL. Specifically,
condition 5 of the decision notice stated:
No more than 83 storage containers (up to the size shown on drawing number 00500-00-F ] shall
be sited on the land at any given time.. Reason: The maximum number of containers is stipulated
to prevent an unsustainable scale of development in this relatively remote rural location..
There appear to be even more containers plus stored vehicles on adjacent land, part of the same
complex, to the south, but outside the curtilage of 24/02051/FUL. These are both inside and
adjacent to a building approved by yet another application 17/03055/FUL which sought permission
for a new Implement shed for agricultural machinery to be be split in two, with one half dedicated
for the storage of equipment the other half for crop / fodder storage. This was approved for the
purposes of supporting the agricultural enterprise, for which the building is essential. i.e. not
storage containers. Wokefield PC supported this application on the specific basis that the building
was to be used for agricultural purposes. Should we expect yet another retrospective planning
application for this site?
In summary, Wokefield Parish council believes this to be massive over development which would
not have been sanctioned if the original application 14/03072/FUL had been on this scale and
exceeds the limits imposed by decision notice 24/01557/FUL.
Moreover, the planning history of this site represents massive & consistent abuse of the planning
process. We anticipate enforcement actions

Application for a Lawful Development Certificate for an Existing Use or Operation or Activity, including those in breach of a planning condition - The Land has been in use since the mid 70's, originally as a storage yard for plant, machinery and materials and then later to run a telecoms business. The land was purchased in 1990 by the current owner and was continued to be run as a telecom business until 1992 when legislation changed within the telecoms industry, and it was decided to rent it to a BT Contractor called Kennedys based in Manchester who occupied the site/buildings until October 2000.
